Permanent representation of Malta to the European Union - Head of Administration
David Kerr is an accomplished EU and international maritime transport expert, having an extensive experience in the maritime field, ranging across the operational, regulatory and policy development sectors. He received his Master of Science Degree in Maritime Affairs, with a specialisation in maritime safety and environment protection, from the World Maritime University in Malmö, Sweden. David commenced his career as a marine engineer. He subsequently joined the Maltese maritime administration, where he was responsible for the enforcement of key maritime legislation. He has also worked as a Maritime Security Policy Officer and Project Officer Fleet Manager at the European Maritime Safety Agency in Lisbon, Portugal. His tasks within the Agency included maritime security policy development, maritime security inspections and coordinating the management of the Agency’s contracted oil pollution response vessel. For eight years David was the head of unit of the Transport, Telecoms and Energy Unit at the Permanent Representation of Malta to the European Union and also responsible for all Maritime related dossiers. In 2017 he was the chairperson of the EU Council Working Party on shipping and led the negotiation of EU maritime legislation. Currently David is Head of Administration at the Permanent Representation of Malta to the European Union responsible for the overall administrative matters and is also the policy advisor to the Permanent Representative.
