MR. LEONID MCKAY
Chief Executive Officer, Transport Malta

Leonid McKay is a Maltese public administrator and social policy professional with more than a decade of experience in senior leadership roles across Malta’s public, regulatory and social
sectors.
In July 2026, he was appointed Chief Executive Officer of Transport Malta, Malta’s national authority responsible for the regulation and development of the country’s transport sector, spanning road, maritime and aviation.
Prior to his appointment at Transport Malta, McKay served as CEO of Jobsplus, Malta’s public employment services agency, Executive Chairperson of the Authority for the Responsible Use of Cannabis, and CEO of the Housing Authority. Across these roles, he has led significant organisational, regulatory and policy initiatives in areas of national importance.
His career began in the voluntary and social sector, where he developed a strong focus on social policy and community development. He subsequently served as Executive Director of Caritas Malta, before moving into senior public administration and institutional leadership.
McKay has also served as CEO of the Malta Labour Party, bringing together his experience in public administration, organisational leadership, policy development and strategic management.
As CEO of Transport Malta, his focus is on strengthening regulatory capacity, improving the efficiency and safety of Malta’s transport systems, and positioning the sector to meet the challenges of sustainable mobility and future economic development.
